soft Xpansion, as the developer of the Vulyk software system for automation of Administrative Service Centers (ASCs), took part in the conference “The Beginning of a New Partnership: The First Achievements and the Ceremony of Signing Memoranda” organised by the international programme U-LEAD with Europe.
About the Conference
The conference was held within the framework of the U-LEAD with Europe programme – a major EU-funded initiative supporting decentralisation reform in Ukraine. The event marked the official start of the Implementation Phase for creating and modernising Administrative Service Centers across the country.
More than 400 participants attended, including:
- Community leaders and ASC specialists from across Ukraine
- Heads of 210 U-LEAD partner communities from all regions
- Representatives of the Government of Ukraine

soft Xpansion participated as the developer of the Vulyk system – the software platform for automation of Administrative Service Centers, implemented within the EGOV4UKRAINE project. During the conference, the team presented the results of the previous implementation phases:

- Improved service quality – faster processing, transparent status tracking for citizens
- Standardised workflows – unified document management across all participating centers
- Scalability roadmap – plans for expanding to up to 600 high-performance ASCs in communities and small cities
