soft Xpansion took part in the conference from the international program “U-LEAD with Europe”
02 October 2020
soft Xpansion, as the developer of the Vulyk software system for automation of Administrative Service Centers (ASCs), took part in the conference “The Beginning of a New Partnership: The First Achievements and the Ceremony of Signing Memoranda” organised by the international programme U-LEAD with Europe.
About the Conference
The conference was held within the framework of the U-LEAD with Europe programme — a major EU-funded initiative supporting decentralisation reform in Ukraine. The event marked the official start of the Implementation Phase for creating and modernising Administrative Service Centers across the country.
More than 400 participants attended, including:
- Community leaders and ASC specialists from across Ukraine
- Heads of 210 U-LEAD partner communities from all regions
- Representatives of the Government of Ukraine
- International development partners
soft Xpansion’s Role in ASC Digitalisation
soft Xpansion participated as the developer of the Vulyk system — the software platform for automation of Administrative Service Centers, implemented within the EGOV4UKRAINE project. During the conference, the team presented the results of the previous implementation phases:
- Successful pilot of the Vulyk system at 10 ASCs across Ukraine
- Improved service quality — faster processing, transparent status tracking for citizens
- Standardised workflows — unified document management across all participating centers
- Scalability roadmap — plans for expanding to up to 600 high-performance ASCs in communities and small cities
Key Outcomes of the Event
The main highlight of the conference was the signing of Memoranda on cooperation with 122 communities from 24 oblasts of Ukraine — launching the next phase of ASC modernisation. This expansion represents a significant scale-up from the initial 10-center pilot to a nationwide programme.
For soft Xpansion, this event confirmed the company’s position as a trusted technology partner for government digitalisation at the national level — delivering solutions that serve millions of Ukrainian citizens.
